JERSEY CITY, NJ — The Port Authority police arrested a man on Friday morning after an officer watched him "utilize a mechanical device to cover the rear license plate" as he passed a toll for the Holland Tunnel, police said.

Police said that around 7:25 a.m., a Port Authority Police officer observed a white Dodge Durango, which had no front plate, pass the "cashless gantry" at the New Jersey side of the tunnel. His device covered the rear plate as he did, police said.

The driver was transported to the Holland Tunnel Command for arrest and processing, and was issued motor vehicle summonses, police said.

They said that the following charges were pending for Sean Nicholas Seagers, 31, of New Jersey: theft of services, tampering with public records or information, and possession of burglary tools.

Port Authority Police took footage of the device.
